Dr Jessica To is a Research Scientist at National Institute of Education (NIE), Nanyang Technological University, Singapore. She earned her EdD in educational assessment with a specialisation in assessment feedback from Faculty of Education, The University of Hong Kong.

Her research interests include designing learner-centred feedback practices to increase students’ engagement, implementing dialogic use of exemplars to develop their understanding of quality and using peer and self-assessment to enhance their evaluative judgement. She has published in top-tiered educational journals such as Assessment and Evaluation in Higher Education, Teaching in Higher Education and Higher Education Research and Development. She presented her research works in prestigious educational conferences, for example American Educational Research Association (AERA) Annual Meetings and European Association for Research on Learning and Instruction (EARLI) Conferences. She has established a wide network with researchers in Singapore, Hong Kong, Mainland China, Spain and the United States.

Prior to joining NIE in January 2021, she was a Post-doctoral Fellow at Faculty of Education, The University of Hong Kong. She was one of the key project investigators of General Research Fund (external competitive research grant in Hong Kong), Teaching Development Grant and Faculty Research Fund. At NIE, she is leading a project on fostering feedback partnerships at school and is collaborating with Associate Professor Kelvin Tan in his project on developing a pedagogy of feedback.

Dr To received EdD Graduate Publication Award with her first publication entitled "Making productive use of exemplars: Peer discussion and teacher guidance for positive transfer of strategies" in 2016 and Faculty Outstanding Teaching Award (Team) in 2017 from Faculty of Education, The University of Hong Kong.
