Abstract: Attacks attributed to the Bangsamoro Islamic Freedom Fighters (BIFF) in Mindanao have raised concerns of possible implications on the negotiations between the Philippines and the Moro Islamic Liberation Front (MILF). A calibrated response to the BIFF - an MILF splinter group - is necessary to protect the gains in the peace process.
