Abstract: In this research, the concepts of tariff-at-risk and minimum feasible tariff are proposed for evaluating the effects of risk factors and relevant response strategies on water tariff. Consequently, a simulation-based minimum feasible tariff models is developed so as to facilitate the analysis about how to implement proper risk management strategies to lower minimum feasible tariff.
