Abstract: Digital video has many advantages over its analog counterpart. For effective storage and/or delivery, digital video data is required to be compressed by removing its spatial, spectral, psychovisual and temporal redundancies. For this objective, a new perceptually based hybrid video compression methodology, based on absolute moment block truncation coding (AMBTC) quantizer with motion estimation and motion compensation, is developed in this thesis.
