Abstract: While global warming opens up the Arctic to more commercial and military activities, there is the possibility of more development and investment in the region, but also increasing potential for rivalry between the major powers. There is concern among Arctic states that such tensions will detract from peaceful cooperation to deal with the effects of climate change.
