Abstract: Most insurgencies employ psychological tools such as terrorism and guerrilla warfare. Thus, an appropriate counter strategy should also rely heavily on psychological measures. A purely conventional, militaristic "search and destroy" approach will only serve, at best, to contain the conflict.
