Doctoral thesis, Nanyang Technological University, Singapore.||Abstract:||本论文从重要沿线国家新加坡的视角来探讨“一带一路”倡议，通过分析新加坡政府和社会对“一带一路”的态度变化，说明其国家利益是决定参与的核心要素。政府通过政联企业参与的政府间合作项目为主要平台，而私人企业、华人社团、非盈利组织等关键力量是网络中的重要节点，同样发挥不可忽略的作用。论文认为，国家主导并具有网络化特征的参与主体在连接国内关键力量的合作构建上具有灵活性，建立有效的制度化机制，并保证运作和实施的顺畅，是新加坡成功参与“一带一路”倡议的两个关键因素。本文还进而说明，即便作为一个“小国”，新加坡也能有效地与中国建立合作伙伴关系，实现互利双赢， 从而在“一带一路”中扮演重要角色，其成功对东南亚区域和“一带一路”沿线其他国家具有理论和现实的借鉴意义。 This dissertation examines the Belt and Road initiative(BRI) from the perspective of Singapore, which has been one of the most important countries along the BRI. It argues that the two key factors for Singapore’s fruitful participation in the BRI are the state’s leadership and the transnational network’s coordination. These are in turn linked with effective institutional mechanisms and smooth implementation of transnational networks. The Singapore experience demonstrates that by establishing well-coordinated domestic and transnational mechanisms and by placing its own national interests at the heart, a small country can effectively establish partnerships with China to achieve mutual benefits and win-win results, and at the same time playing an important role in the Belt and Road Initiative.
