Abstract: President Putin congratulated US President-elect Joseph Biden on 15 December 2020, after the Electoral College confirmed his victory. Putin was the last world power leader to convey his good wishes. It signalled that Russia does not expect ties with the US under the Biden administration to deteriorate any further.
