The storage and distribution of useful information to the right target audience thus becomes an increasingly substantial problem. The advancement of Information Technology in the recent 30 years provides a series of effective solutions to tackle the problem of information organization and dissemination. Content Management System (CMS) is one of the concepts that are invented to manage information flow. In this paper, the concept of CMS is applied and a live information dissemination system is built. The system will be able to accept, store, and disseminate useful information in a timely fashion while prevent it away from unauthorized access. A series of web technologies is studied and evaluated, which are then applied to make the system efficient, stable, and generic. The paper presents a detailed analysis of requirements and illustrated the design of the system by the author in many aspects.
