Abstract: The 2004 Indian Ocean tsunami exposed the need for systemic changes in the global humanitarian system. The ensuing reforms range from the professionalisation of the humanitarian sector to improvements in coordination. Despite the progress made, the international humanitarian community faces unprecedented challenges from the evolving risk landscape overlaying pre-existing structural obstacles.
