Abstract: Public housing in Singapore is hailed as a success with one of the highest homeownership rates in the world, however such metrics are based on broad, objective measures that veil the subjective realities faced by those who engage with the housing process. This study investigates the factors that influence young Singaporeans’ satisfaction with the BTO scheme. Using a qualitative design comprising fifteen semi-structured interviews, the study investigates perceptions of housing affordability, accessibility, and normative attitudes towards housing. The results show that accessibility is a key concern; while there are regular opportunities to apply for housing, supply is often outstripped by demand and the existing balloting system can inadvertently leave some couples trying for multiple years without success. Several strategies are outlined to reduce the friction associated with the BTO process and to improve accessibility to housing.
