Abstract: Recycling is a key practice in sustainable waste management, and many countries have implemented recycling policies to enhance sustainability amid growing climate concerns. However, the effectiveness of these policies varies due to cultural, political, structural, and economic factors. This paper conducts a comparative analysis to explore why household recycling rates in Singapore remain significantly lower than in Sweden, despite both nations being highly developed economically and socially. Through qualitative interviews and field observations, supported by secondary data, this study examines the contributing factors, including political commitment, citizen involvement, sociocultural influences, and the accessibility of recycling facilities. **By identifying these key differences, this paper aims to provide insights that can inform more effective recycling policies and strategies for improving household recycling rates in Singapore and beyond.
