Abstract: The purpose of this study is to determine the organisational factors that affect innovation and then apply knowledge gained to investigate the general organisational environment in Singapore electronics industry. The industry is interpreted widely so it includes manufacturers as well as supporting organizations like the research institutes. The Model of Organisational Innovation (MOI)was developed based on an extensive literature review on innovation. The model consists of six constructs namely external environment, guidance and support, behaviour and integration, project raising and doing, knowledge and skills, information and communication. Each construct is made up of simpler componential concepts. To operationalise the model, each concept is represented by a concise and pertinent statement to which a value can be assigned in relation to an organisational environment under observation. These statements are collectively called the Inventory of Organisational Innovativeness (IOI). A survey instrument based on the IOI was developed and sent out to the local members of the Institute of Electrical and Electronics Engineers (IEEE)to collect data. The survey was conducted on an anonymous basis and a total of 871 valid returns were received. The data collected validate the IOI as appropriate measures of the constructs in the Model of Organisational Innovation. This is achieved through a series of statistical tests for consistency and validity. Case research was also conducted on a number of companies in the electronics industry to complement the survey.
