Title: | “以经济之名行政治之实” :从中国崛起:探讨与比较陈水扁政府与马英九政府的中国策略与特色 = From the rise of China : a look and comparison of the China strategy and characteristics of the Chen Shui-Bian and Ma Ying-Jeou administration | Authors: | 陈通文 Tan, Kelvin Thong Boon | Keywords: | DRNTU::Humanities::History::Asia::Taiwan | Issue Date: | 2010 | Abstract: | 中国自改革开放30多年以来的经济表现非常突出, 台湾领导人物陈水扁与马英九也都意识到中国崛起的利害关系。本文的第一部分,主要围绕陈水扁政府与马英九政府在上任初期所表现的“亲中国”策略进行讨论。从台湾政府贯彻“三通”以及两岸互动的策略上,探讨与比较陈水扁政府与马英九政府的实际中国策略。 此一部分的研究发现政治因素与国家安全的考量是主导陈水扁与马英九政府“亲中国”的策略而非经济因素。台湾对中国大陆的贸易顺差因中国经济崛起而持续扩大, 对岸的经济形势促使陈水扁与马英九政府的“亲中国” 策略具有民意基础。然而,通过“三通”问题与两岸的互动状况比较。笔者发现两位领导者运用了两面手法,既表面维持合作,实则对两岸互动有所限制。通过这样的策略,陈水扁与马英九一方面希望推动经济以争取民心,另一方面,则对两岸互动制衡并积极维护他们各自的政治目标与国家安全。 本文的第二部分,凸显陈水扁与马英九的政治主张的不同,为了达到目标,两者对中国崛起的定义有不同的诠释,因此陈水扁与马英九的中国策略有不同的方向与特点。文章总结两者对中国崛起的定义与他们的政治主张,最后来做个比较与剖析他们各自的中国策略之特点。 With over 3 decades of economic reforms, China had emerged as an economic powerhouse. To the Taiwanese leadership, it was both a boon and bane factor in formulating their China Policy.
