Abstract: Small and medium enterprises (SMEs) are a new concept in Vietnam which had appeared since the early years of 1990's. It's soon became a phenomenon in Vietnam at that time. It was considered as a "phenomenon" because it is the first time in a socialist country likes Vietnam, the private ownership concept was accepted and SMEs was born as a product of the economic reform period. For the purpose of this dissertation, SMEs mentioned in this writing is understood as private small and medium enterprise. State Owned SMEs are not in the scope of this study.
