Abstract: Post 9/11 threat of terrorism has awakened the world about the lethality of attack and transnational networking a terrorist group now acquired. Preventive law which was viewed as an obstacle towards democracy almost instantly recognised as a homeland security apparatus. The word "homeland security" is the very reasoning that country like Malaysia and Singapore has been using to justify the enforcement of such "draconian law" due to its pluralistic nature of society.
