Abstract: The publishing market in China is a restricted business sector to foreign investment. The government does not allow foreign owned enterprises to engage in the publishing of any types of publications. The only two methods of investing in this sector allowed are via cooperation with a local Chinese publisher through a copyright licensing agreement, or through setting up a publication distribution company to distribute publications that are imported into China by a state-owned publication import company.
