Abstract: Supply chain systems are developed to ensure that the flow of materials, products and information are properly managed and integrated. This dissertation proposes to overlay the supply chain system with a resource management system (RMS) so that a cultureshaping structure can be brought to bear on the supply-chain players and resource users. This is to ensure that that the supply chain systems can better incorporate the influence of human dynamics into their system design. The RMS will then further ensure that resources are optimally deployed at right time and place to meet the organisation's missions.
