Abstract: This report presents a discussion on the effects of regulation on productivity and efficiency of PSA container terminals in Singapore. Costs were used to quantify the effects and to put the overall impact of these regulations into perspective. The report highlighted some of the key regulations affecting the shipping industry such as ISPS, PSC and MARPOL. In line with these regulations, the report discussed issues in the areas of Security, Safety and Environment applied to different areas of the operations of the container terminals. The report attempts to present how the inter-relationship between regulations and operations lead to the integration and sometimes, compromise of these two very separate agendas.
