福建省知识产权战略管理研究 = Strategic management of intellectual property in Fujian province

Abstract

战略管理作为一种管理程序或技术，在公共部门的应用越来越广泛，也给政府部门的面貌带来了很大的改观。战略管理是一门科学，更是一门艺术。本文以国内外学者对公共部门战略管理的研究成果为理论基础, 通过查阅资料和文献回顾，总结提出公共部门战略规划过程的基本步骤，构建实施知识产权战略的博奕模型，采用规范分析与实证研究相结合的方法，以自身服务的组织为研究对象，借助平衡计分卡、战略地图等当前国际上广泛使用的先进管理工具，深入分析战略管理方法在知识产权管理部门的应用与实践,对政府部门进一步完善战略规划程序、提高战略管理水平、增强战略规划执行力等进行有益探讨，为有效规范政府工作程序，提高行政效率，改进服务质量提供参考和借鉴。 Strategic management as a management program or technology application in the public sector more widely, but also to government departments face is a big difference. Strategic management is a science, it is an art. In this paper, scholars of public sector strategic management theory based on research results, through access to information and literature review, summarized the public sector put forward the basic steps of the strategic planning process to build Intellectual Property Strategy Game model, using standardized analysis and empirical study.
