Abstract: The purpose of the Dynamic On-line Publication Review system is to provide a web platform for editors to manage the manuscripts submitted to them for publication in books, journals etc. This system has two main types of users: Members and Editor. These members will have two main functions as both an author and a reviewer. The editor will serve as the system administrator with full control to manage and monitor the status of manuscripts. Moreover, the editor can invite different members (authors) for manuscript submissions and assign manuscripts to different members (reviewers) to be reviewed for various topics and subjects. This project uses Microsoft Visual Studio to develop the system architecture under the .NET environment on a local host and the web application is written in the C# language. The database is created on the MySQL Server and managed through the MySQL Workbench on a local host in the first part. The project file will then be configured and uploaded onto a web server in the second part (Development of Dynamic On-Line Publication Review System II) to run over the internet by another student.
