Abstract: Relative Normalized Gain Array-Based-Effective Transfer Function (RNGA-Based- ETF)'s decentralized control design for Multi-Input-Multi-Output (MIMO) systems is well established with First Order Plus Time Delay (FOPTD) elements. This method uses values of Steady State Gain and Average Residence Times (ART) for calculating the RNGA matrix, which is then used for calculating the Effective Transfer Function (ETF); this ETF is used for controller design. This procedure is not well-established when Second Order Plus Time Delay (SOPTD) elements appear in a MIMO system; both the Average Residence Time that should be used and the ETF of the second order system are yet to be determined and examined.
