Abstract: While the reform of the state-owned sector in China has been the key to the entire reform process, there still have been serious challenges facing the state-owned enterprises (SOEs) and the Chinese government. With the problems of a huge loss, assets depreciation and depletion, and a high debt ratio in the state-owned sector, a more fundamental solution needs to be found for the SOEs. Although many factors are responsible for the inefficiency of the SOEs, assets management system and corporate governance have been identified as the main causes of the problems. This thesis has offered an explanation of why and how these two factors have resulted in the problems facing the SOEs. By analyzing the case of Singapore's government-linked companies, this thesis also discusses the reform proposals for improving assets management and corporate governance in China's state-owned sector.
