This dissertation uses the descriptive case study approach and is a two-part empirical enquiry. The first part of the empirical enquiry investigates the context, which is Singapore Government's initiative to create a KBE. The focus areas of investigation are: Information and Communication Technology (ICT) as an enabling technology, foster an innovative environment, prioritise policies to enhance human capital, foster an entrepreneurial climate, and assure that economy and social fundamentals are in place. | en_US |
