Abstract: This paper argues that it is possible for small states to exercise agency, even if traditional realist or liberalist literature states otherwise. By using Tony Smith's theory on pericentrism, which shows how small local actors pulled the superpowers into unwanted conflicts during the Cold War, I will show how it is possible for small states to exercose agency, no matter how limited, in a regional complex.
