Abstract: This thesis aims to examine the practice of Public Relations (PR) in the public sector in Singapore through the study of how PR is practiced in government ministries and agencies in Singapore. A questionnaire was administered to the heads and directors of the Public Relations department of government ministries and agencies, to determine the type of model of PR (as defined by Grunig & Hunt, 1984) most commonly adopted, the role and function of the PR department, what are the means and channels of communication adopted, and the effectiveness of their PR practices in achieving the communication objectives of the government.
