|Title:||论中国网络言论自由 ：以微博的使用与传播为例 = Free speech on Chinese internet : Weibo’s usage and information dissemination||Authors:||罗珮月 Loh, Pei Guat||Keywords:||DRNTU::Humanities||Issue Date:||2012||Abstract:||网络科技的蓬勃发展促使西方学界对网络这一通讯传播媒介寄予厚望，认为网络这一媒介将能促进言论自由。这一观点促使西方学界及媒体对施行网络审查的国家持有负面的态度。以“防火长城”闻名国际的中国网络审查机制更是受到了热烈关注，不少学者以中国网络为主要研究对象进行研究，以企图更理解中国网络环境。 本文将把讨论的重点放在微博这一新兴的中国网络社交平台，解析微博如何在严密的网络审查机制中成为中国网民即时获取及传播资讯，发表个人看法的平台。以温州动车事件在中国社交网站新浪微博上的消息传播及讨论做为案例，探讨微博这一网络平台的资讯传播潜力。同时也将分析微博的最新发展，尤其是最近发布的《北京市微博客发展管理若干规定》对网络言论及资讯传播所可能带来的影响。In view of the vibrant and rapid development of the Internet, the Western academic community has pinned high hopes on the development of Information and Communication Technology (ICT), with the belief that the online medium will help to promote freedom of speech. This view has influenced the Western media and scholars, resulting in a negative perception towards countries that practice Internet censorship. The Chinese government's strict Internet censorship has been infamously coined as the "Great Firewall of China". Its Internet censorship scheme has also garnered considerable attention from the media and academia alike, with many scholars focusing their research on understanding the Chinese Internet environment. This essay will focus on how the new social networking platform Weibo, a micro-blogging tool, became a source of information to Chinese Internet users as well as a platform to express opinions in a strict Internet censorship regime. Using Wenzhou's train collision accident as a case study, this essay examines the dissemination of information and online discussion on Sina Weibo, while discussing Weibo's potential as a platform for information dissemination.
