Issue Date: 2004
Abstract: Voice over IP (VoIP) applications are increasingly becoming important as IDD service providers are switching from expensive switched circuit networks to cheaper VoIP solutions which afford a lower - but still satisfactory - quality of voice transmission. One major obstacle of VoIP implementations over the Internet, without securing guaranteed Service Level Agreements with Internet Service Providers, is that latency of packets across the network shows high variability, is unpredictable, and largely uncontrollable.
