Abstract: Since 9/11 attack, terrorism has become one of the most crucial issues in the field of security. Subsequently, many scholars have formulated new theories regarding this issue, particularly those who are associated with International Studies. For instance, scholars of Counterterrorism Studies emphasise the significance of terrorist attacks in undermining and destabilising the security level of state. As a consequence, scholars who scrutinize the nature of terrorist groups attempt to formulate strategies to counter the threat posed by terrorism. However, the strategies seem to focus on the use of force as a means to eradicate the terrorism threat, rather than utilizing the soft approach in order to minimize efforts and risks.
