Abstract: For the past three decades, tourism has made great contributions to the development of Singapore's economy. The rapid development of tourism makes the hotel industry a key employer; an employer who desperately needs to fill all the new jobs being created. However in tiny Singapore, manpower woes dominate the day-to-day and long term needs of the industry. Even the Singapore Tourist Promotion Board acknowledges that this is one stumbling block which it must address early if it is to succeed in solving the chronic manpower shortage.
