Abstract: In software projects, cost estimation continues to be a weak-link. A significant amount of effort is required to perform it correctly. Studies showed that 75% of the IT projects in US are not finished on time or within budget or both. To some extent, cost overrun can be traced back to a failure of estimation. The aim of this dissertation is to review the current software project cost estimation practices, strategies & methods performed under different types & level of risks, and to help the industry in choosing appropriate cost estimation methods under different level of project uncertainties by proposing a new cost estimation framework.
