Abstract: Singapore adopts a road pricing system, known as the Area Licensing Scheme, to ensure that the traffic condition in the Central Business District does not deteriorate to an unacceptable level. The scheme has undergone several modifications over the years. The most recent and one of the greatest changes that the scheme has seen was made in January 1994, when the Government introduced the Whole-Day Area Licensing Scheme (WALS).
