Some of the important topics include: “Promote the use of Mandarin” campaign, the changes in the university admission criteria and medium of instruction, the proposal of the Special Assistance Plan school project and the discussion on “Singapore culture”. As a result of these events, the Chinese community was gradually moulded into citizens who have a sense of national identity and the willingness to contribute to the nation building. This paper will focus on the year of 1979. It seeks to understand the changes in Chinese community via the Chinese newspaper Nanyang Siang Pau, and how the government restructured the Chinese community via mass media, education policies and cultural policies.
