Singapore is a country at the crossroads of Eastern and Western culture and for the sake of economic progress, the government has implemented a Two-Language Policy for the country’s language education. The Two-Language Policy was implemented and has been in use for many years. This has nurtured many bilingual Singaporean talents we have today. However, the mastery level of each of the two languages by Singaporeans is different. Using this as a lead, this study uses visual pictures as stimuli to examine whether there is a difference in the English and Mandarin language skills in Singaporean ethnic Chinese and the magnitude of the difference if any. Using PPVT-IV pictures as stimuli, we required 30 university students between age 21 and age25 to describe what they saw verbally in both Mandarin and English. The 30 participants were divided into two groups, one being university students majoring in Chinese studies and the other university students from other majors. The way the participants described the pictures were recorded with a sound recorder and later transcribed into words for analysis and discussion afterwards. By examining the way the participants described the pictures (such as the words used and code-switching occured), this study also wishes to discover the unique features in their speech and their knowledge of objects and things in the pictures. This thesis then analyses and explains these findings. Through this study, we hope to not only give an insight to the oral expression skills of Singaporean adults, but also provide some feedback to the Two-Language Policy in the education system and at the same time provide some resources to the studies in the future that aim to improve the Singapore education system.
