Abstract: High Efficiency Video Coding (HEVC, H.265) is a new video coding standard recently developed by the ISO/IEC Moving Picture Experts Group (MPEG) and ITU-T Video Coding Experts Group (VCEG). It serves as the future encoding method to the current and mainstream H.264 which has been around for more than a decade. With the move of video content and broadcast towards the high definition and ultra-high definition spectrum, there is a need for a newer encoding standard which is capable of further bitrate reduction during the compression process, while ensuring that the content quality is not compromised. Hence, this study seeks to understand and identify the issues involved in the HEVC development to date based on experimental tests involving the H.265 and H.264 encoders respectively. The peak signal to noise ratio (PSNR) and bitrate values obtained will then be used to evaluate the effectiveness of the HEVC encoder in this report.
