Abstract: CCTV systems have been implemented as part of the security system in our life such as monitoring of home and etc. Mobile devices also play and important role in our life both in business and leisure. With the current technology, mobile device then to have basic function such as multiple touch screen, viewing of video, network service and etc. By creating a platform that allow user to have both security control and mobile device function. This will result in succeeding in have both features in security monitoring and mobile feature usage. In this project, the main focus is on creating and test out a user platform for IP address CCTV system with Android base device. Software implementation used Eclipse Juno 4.2 wit Android Software Development Kit (SDK) and PHP file. Devices are established through local network. The main purpose of the project is to test out different coding in for different needs. Each implementation is useful method to be implementing during the development. Hence, problem encountered ensuring the test corresponded with solutions which are documented in the systematic order. The result obtain are the few best method to be added during the development which result that IP address CCTV Camera can compromise well with Android based device to help in viewing of network connected CCTV with customize built android application
