The basic principle of communication involves the source, channel and a sink. Nowadays, shortages of space and energy makes erecting new antenna (source) become a problem, in the original premise of already have a large number of antennas in the city. In this project, a low-profile surface wave water antenna which can be used as a swimming pool on the top of the building was designed. Pure water is liquidity, conducive to transport and readily available material which cannot suitable more as material of new antenna. Software, High Frequency Structure Simulator (HFSS), was chosen for the study. After repeated restructuring and improved, the simulation model of water antenna acquire the bandwidth of 85 %( 17MHz), center frequency of 20MHz, and nice gain with good pattern in all frequencies. It is evident from the simulation that a dual-use antenna is achievable and it can solve the problem about the scarce resources and space.en_US
