Expanding social capital of low-income families in Singapore : the role of government and civil society

Abstract

This paper looks at how the government and civil society actors can play significant and complementary roles in helping low-income families in Singapore expand their social capital. As income inequality in Singapore persists and social divides along socio-economic class lines become increasingly factious, more must be done to help poorer households increase their social mobility. In light of this, ‘social capital’ as a concept provides a perspective by which we can pursue inclusive development. The study first explores the nature of social capital characterising low-income families through interviews with 10 families. Thereafter, it proceeds to identify areas where greater synergy between state, civil society, and low-income communities can be fortified to build social capital. Eventually, the paper serves to persuade for more in-depth analysis and groundwork in this area to inform future public-policy making.
