The Art of Charlie Chan Hock Chye by Singaporean cartoonist Sonny Liew generated quite a buzz in Singapore after the National Arts Council of Singapore (hereinafter NAC) revoked its publishing grant, on the grounds that it might undermine the authority and legitimacy of the government. The graphic novel went on to receive critical acclaim and eventually won three prestigious Eisner Awards. It came under the spotlight once again as NAC drew intense flak for its terse, belated congratulatory message which omitted the name of the graphic novel. With that, The Art of Charlie Chan Hock Chye has since become a touchstone in the growing and important debate about censorship and arts funding in Singapore. Putting various stances on censorship and arts funding between 2015 and 2019 into perspective, and with the aid of discourse theories, this paper seeks to examine how the artist confronts censorship with the graphic novel, thereby empowering stakeholders to reshape the artistic discourse and negotiate with the government.
