Abstract: 住房问题是个世界性的议题。新加坡是个位于东南亚,缺乏土地与天然资源的小岛国。从19世纪60年代的严峻房荒,到今日密集队形的组屋楼群,李光耀与新加坡政府在半个世纪里为全国人民建造与供给了可安居的住所。但一切并非容易,新加坡在解决住房问题时得考量到极小的国土面积与多元种族的社会。因此,新加坡的住房事迹成了世界所想模范与学习的楷模。新加坡的政府组屋不纯粹是人民居住的住房,而是象征了国家经济与监管社会的重要战略之一。新加坡的组屋政策所创造出的成绩是世界公认的,它的实施不仅为新加坡人民解决了住房问题,也促使新加坡能享有稳定的国家政权、繁荣经济,以及社会和谐,因而制定了新加坡在亚洲崛起的根基。由此,新加坡的组屋政策让我们能更深入的了解组屋政策在国家战略中的重要性,而它的成功再次强调了解决民生问题与国家兴亡都持有着一条切不掉的钮带。本文将探讨传统儒学对李光耀时代的组屋政策有怎样的施政影响。这独特的关系将会利于别国更容易理解新加坡组屋政策的经验与成功,并为自国的命运有个指引的楷模。 Every country in the World faces housing problem in one way or another. Singapore, located within South East Asia, is a small island country that lacks land space and natural resources. In face of a severe housing shortage, 1960s was a tumultuous period for Singapore. Singapore’s founding Prime Minister Lee Kuan Yew and his government made it their top priority to transform Singapore into a global modern city that is able to provide quality housing for its people. However, the journey has been filled with challenges, with the government having to consider a myriad of factors such as land scarcity and possible conflicts within a multi-racial society. Hence, Singapore’s successful housing policy has become a learning model that is well recognized by the World. Singapore’s public housing is not just a housing option for its people, in fact it is a representation of Singapore’s governmental strategy to unify the country. The success of Singapore’s housing policy is recognized worldwide, with its implementation being the solution to the housing problem in 1960s. In addition, Singapore’s housing policy also enabled Singapore to have a stable political landscape and prosperous economy as well as a harmonious society that are essential for Singapore’s growing influence within Asia. Hence, Singapore’s housing policy enabled us to understand more on the importance of housing policy towards a country’s development. The success of Singapore’s housing policy also underline the important relationship between people’s livelihood and the survival of the country. In this essay, the author will discuss on the influence of Confucianism on Singapore’s housing policy in Lee Kuan Yew era. Drawing on such an unique linkage would benefit other countries in their study on Singapore’s successful housing policy and therefore able to draw on relatable learning points for their own development.
