Abstract: This study compares and contrasts the human capital development strategies of both Finland and Singapore. Human capital is defined as anything that materially affects the size, productive capabilities, or the useful life of the workforce. The study starts with a comparison of the size and composition of the workforce of the two countries and macroeconomic indicators and trends.
