Abstract: On 23 February 2017, Indonesia published a presidential regulation concerning Indonesian maritime policy (Perpres 16/2017). Since President Jokowi first unveiled his vision of Poros Maritim Dunia (Global Maritime Fulcrum) on 15 November 2014, the concept has been dormant. Yet there remain conceptual and policy problems with this vision, especially with regard to the South China Sea.
