Abstract: Countries continue to struggle to arrive at a cogent policy approach towards the thousands of Islamic State “returnees” – citizens who have joined the transnational terrorist group and who wish to return or are returning to their home country. It is crucial that the accepted returnees be placed in deradicalisation and rehabilitation programmes where the involvement of the community is key.
