Abstract: The Indonesian government has issued a recommendation for the Islamist group Hizbut Tahrir Indonesia (HTI) to be legally prohibited. While some observers have criticised the proposal on grounds of freedom of expression or assembly, the move may be justifiable for Indonesian security.
