The reasons behind the recent introduction of casinos there as components of large-scale integrated resort projects, the consequences of the move and attempts to manage adverse social impacts are explained. A case study approach is employed, making use of data in the public domain. Information provided by commercial enterprises, official agencies and media reports is supplemented by personal observation. There is evidence of the commercial success of the casinos and integrated resorts as a whole, indicative of the achievement of desired economic returns. Concerns about the costs to society persist and government has put in place a system of regulation in an attempt to limit damage, the efficacy of which is still being tested. The study illuminates the dictates, processes and parties involved in setting up and operating casino facilities, expectations of them and their various effects.
